Annual Meeting 2019 Medicaid Transformation
Thursday Sept. 5, 9 am – 4 pm
Change is coming to Medicaid in North Carolina, a program that serves approximately 2.2 million people. Under Medicaid transformation, North Carolina will be contracting with Prepaid Health Plans to provide physical health benefits and services for a capitated, or fixed, amount per enrollee. Prepaid Health Plans will begin delivering services in regions selected for the first phase of implementation on November 1, 2019 with the second phase of implementation beginning February 1, 2020. Stakeholders across health care, consumer advocacy, public health, social services, and other sectors have many questions about what this new system will look like. We will gather policy makers, experts, and those implementing these changes together for discussions across a range of topics. Please come and engage in the discussions about these important changes to North Carolina’s Medicaid program.
At this year’s NCIOM Annual Meeting, we will hear about how consumers will navigate the transition to managed care, the Medicaid Healthy Opportunities Pilots, the NCCARE360 resource platform, plans for monitoring, oversight, evaluation, and issues relevant to some of the special populations served through Medicaid in North Carolina. We’ll also hear from representatives from each of the Medicaid Prepaid Health Plans.
NCIOM’s Annual Meeting will explore how North Carolina’s Medicaid system is transforming from fee-for-service to managed care and how these changes aim to improve the health and well-being of individuals enrolled in the program.

Join the Creative Aging Network and AARP Triad for a light lunch and free screening of the moving documentary, “The Power to Heal”. This is a critical film that not only speaks to a time that has passed, it also reminds us of how far we still have to go to end racial inequality in health care. Before Medicare, disparities in access to hospital care were dramatic. Less than half the nation’s hospitals served black and white patients equally, and in the South, 1/3 of hospitals would not admit African-Americans even for emergencies.
